in re the oil business in Hongkong & China of

the Texas Company, Houston & New York.

Since I had the honor to addreas you last in regard to this matter, on the 8th instant (as in fellow-oopy enclosed), I received your cable which you were good enough to address to me on the 9th in- stant (received by me yesterday), reading :

"Understood here that statement referred to your telegram third represents Governor's present attitude, hating regard to pro- posals now before him stop.

Decision on any proposed arrangement must be left his dia- cretion. W

and I am at a loss to understand what proposals could now be before H.E. the Govemor, excepting that ar. Holyoak, either as the head of Koaura. Ketus & Co. or as a Director of the Hongkong & Shanghai Banking Oorporation, or somebody else on behalf of Messrs. Keiss & Co. (at any rate it must have been with their knowledge), have approached His Ex- cellency. On this point however I wrote you already that neither the Bank nor anyone of, or on behalf of, Mesars, Kefiae & Oo. had the right to approach His Excellency or in turn the Texas Company on a business solely belonging to my Company; which business Messra, Keiss & Jo, are
